doxygen @1.8.14 upgrade/install fails to build after self update

Description
I tried to upgrade ports using port -v -d upgrade outdated and port -v -d rev-upgrade after finishing a selfupdate. Something else failed and I generated a list of everything taht was outdated, doxygen was in the list and I proceeded to upgrade manually. It didn't work.
I uninstalled the outdated version and tried to do a full install. That also failed.
Log file of the full install attempt is attached.
