mariadb{,-10.0,-10.1}: prepare for OpenSSL 1.1 migration

Description

This is a preparation step for the OpenSSL 1.1 migration (ticket:52101).

Proper OpenSSL 1.1.1 support is available since MariaDB 10.2.16 or 10.3.8 (1). Older ports should be patched or use the openssl10 port.

Note that MariaDB 10.0 has reached EOL (2), so it may be dropped from MacPorts.

In 5fa331711b79b25a2db5190a4e5a37d4a86c6438/macports-ports (master):

mariadb{,-10.0,-10.1}: remove +openssl due to incompatibility with openssl 1.1

mariadb +openssl fails during running cmake as the test program does not compile [1].
mariadb-10.1 +openssl fails in mysys_ssl/my_crypt.cc [2].

I didn't test mariadb-10.0. Apparently it's not compatible with OpenSSL 1.1 either [3].
