xml-commons-resolver: update to 1.2

XML Commons Resolver 1.2 was released in 2006, however the xml-commons-resolver port is still at 1.1, as when originally submitted in 2004: #2400. Is this port still useful, and should be updated?

If kept, it should also have its fallback dependency on deprecated port kaffe be replaced with using the Java portgroup (#60206).
