libgcc-devel @10-20190616_0 (active) worked fine but the latest libgcc-devel won't build. Fails comparing stages 2 and 3 with 94 object differences and :info:build make[2]: *** [compare] Error 1. Xcode Version 10.1 (10B61) is installed and working with command line tools on macOS High Sierra 10.13.6 (17G7024) (hardware not Mojave compatible).
