I have a fix coming for this. The issue is that https://pypi.org/project/tensorflow-estimator/ isn't installed.

In 0a0190abefd520a55ceab2dd24c5e3b30d469eb8/macports-ports (master):

py-tensorflow_estimator: new port required to launch tensorboard.

Idea for implementing this port from py-tensorboard, since there is a
recursive build dependency between py-tensorflow_estimator and
py-tensorflow, instead, just get the files from PyPI.

In 0be3ce642d1e647d57cbfe2ae368bcf81a55bc53/macports-ports (master):

py-tensorflow: add missing dependencies and remove stale ones.

These are according to the tensorflow-1.14.0.dist-info/METADATA from
the file on PyPI.

The py-mock dependency and the reinplace to use it can be removed as
in the meantime py-absl was updated to 0.7.1 which seems to address
the issue.

The py-future dependency, it's not clear why it was added. Replacing
it with py27-futures (with an 's' at the end). This matches
tensorflow's PyPI METADATA file.

Add dependency on tensorflow_estimator which allows tensorboard to
run.
