It certainly shouldn't require swig-lua. Can you attach a main.log showing the problem you encountered?
(There is a +lua variant that does add the swig-lua dependency, for those who want lua support.)

(note that the +lua variant attempts to write to /usr/lib, which fails with EROFS on newer versions of macOS)

That sounds like #58286. In any case, I'm aware that the graphviz ports' language bindings variants have been neglected for a very long time and probably do not work well.
In the future, please fill in the Port field and add the port maintainer(s) to Cc (
port info --maintainers graphviz-devel), if any.
