Any hints what a mere user can do to fix his or her ports tree?

I have reinstalled the xcode command line tools, executed every helpful hint I have so far found around the tracker, and still get the same result.

Is there any way to restore sanity to the MacPorts tree under Big Sur?

Worked for me until building w3m failed. But thanks!! Off to look for a w3m issue.
