The main.log says:

And the config.log says:

xcrun: error: invalid DEVELOPER_DIR path (/Library/Developer/CommandLineTools), missing xcrun at: /Library/Developer/CommandLineTools/usr/bin/xcrun

Try reinstalling the command line tools?

Has duplicate #61951 with libpcap. Presumably the problem is not related to specific ports but to something amiss on this user's system.

The problem is resolved after "sudo xcode-select --install".
