sudo port -v selfupdate or sudo port -v sync will stop for a long time after installing 2.6.4-1-11. What configuration or operations do I need to do. 

macports % sudo port -d sync

How long is "a long time"? From the output you've shown, it seems to just be transferring the ports tree tarball as normal.
