libshout @1.0.9: error: long long is not 64 bits!!

libshout (the old version) fails to configure saying:

So, it turns out to be another victim of -Werror=implicit-function-declaration being on by default now.

libshout: Fix implicit declaration of functions

Closes: #62418

Also fix build with ccache, use archived homepage, remove master_sites
that doesn't exist anymore, and modernize checksums.
