Upgraded port tells me to install mpstats which is already installed

The last line is not necessary since I have installed mpstats @0.2.0_0 (active) requested_variants='' platform='darwin 20' archs='noarch' date='2020-12-04T19:30:18+0100'.

The message is printed here unconditionally from the Makefile after the install step: ​https://github.com/macports/macports-base/blob/4ce1e96415a0ea29eddee60ef3c84814047289aa/Makefile.in#L112

This could check for existence of a file in ${prefix} provided by the mpstats port.
