Upgraded port tells me to install mpstats which is already installed

Description

Congratulations, you have successfully upgraded the MacPorts system.

Installing the "mpstats" port will enable submission of anonymous information about your system and installed ports to our database for statistical purposes: <https://ports.macports.org/>

The last line is not necessary since I have installed mpstats @0.2.0_0 (active) requested_variants='' platform='darwin 20' archs='noarch' date='2020-12-04T19:30:18+0100'.

The message is printed here unconditionally from the Makefile after the install step: https://github.com/macports/macports-base/blob/4ce1e96415a0ea29eddee60ef3c84814047289aa/Makefile.in#L112

This could check for existence of a file in ${prefix} provided by the mpstats port.
