texlive-basic @58690_0 installs on macOS Monterey (Version 12.1) a pretty useless programme: tlshell

Description

When I invoke tlshell, having installed 

	  p5.30-tk @804.36.0_1 (active)
	  perl5.30 @5.30.3_3 (active)
	  tcl @8.6.12_0+corefoundation+threads (active)
	  tk @8.6.12_0+quartz (active)

(and p5.30-tk is nowhere a dependency), tlshell complains: 

Error in startup script: couldn't read file "/opt/local/share/tlpkg/tltcl/tltcl.tcl": no such file or directory
    while executing
"source [file join $::instroot "tlpkg" "tltcl" "tltcl.tcl"]"
    (file "/opt/local/bin/tlshell" line 106)

The wish window is just black.

This is a gui for tlmgr, which we don't install, so we shouldn't install this either.
