In relation to figuring out what was going wrong with lzma (#66039), I have tried to build the same locally.

This build is under rosetta arch -x86_64 zsh and in a local directory.

Yup, this port fails to pass most of the flags MacPorts wants it to use (including the -isysroot flag which would be the cause of the problem you're experiencing) to the build.
