Description
On Ventura, trying to install ports fails with:
Error: The installed version of Xcode (14.0.1) is too old to use on the installed OS version. Version 14.1 or later is recommended on macOS 13. Error: Follow https://guide.macports.org/#project.tickets if you believe there is a bug.
However, Xcode 14.1 does not seem to be available yet.

Yes, Apple has not yet released a final version of Xcode that contains a macOS 13 SDK. You can download the XCode 14.1 release candidate and matching Command Line Tools:
