MacPorts 2.8.0 - Can't Install any ports.

When I want to install ports I always have following error. 

:~$ sudo port install hping3
  Error: The installed version of Xcode (14.0.1) is too old to use on the installed OS version. Version 14.1 or later is recommended on macOS 13.
  Error: Follow https://guide.macports.org/#project.tickets if you believe there is a bug.
  Error: Processing of port hping3 failed

macOS Ventura with Xcode 14.0.1
Xcode 14.1 is still beta, so I don't want to install beta version.

you have to install beta for now.

the xcode release was delayed slightly, and there is no MacOSX13.sdk in 14.0.1.

homebrew is in exactly the same boat.
