soxr @0.1.3: fatal error: 'omp.h' file not found

soxr, a dependency for ffmpeg does not build on MacOS 13.0 Ventura.

This builds for me on current arm Ventura, with or without libomp installed:

-- Could NOT find OpenMP_C (missing: OpenMP_C_FLAGS OpenMP_C_LIB_NAMES) 
-- Could NOT find OpenMP (missing: OpenMP_C_FOUND) 

% port -v installed soxr
The following ports are currently installed:
