py-tensorboard for Python 3.11 and 3.12

Please update the py-tensorboard port for Python 3.11 and 3.12, as the latest port version 3.10 does not work with Python 3.11+. Upon attempting to install py-tensorboard or py310-tensorboard with Python 3.11 or above it fails
