qwt: request for new subport for Qt6

Description

In the process of adapting qgis3 to Qt6, the requirement of a Qt Widgets for Technical Applications port for Qt6 (e.g. qwt-qt6) could not be met. It would be great if such a port could be added.

In 92a7b591709f3d88717c67db0418802d8277ef64/macports-ports (master):

qwt-qt6: new qwt port for Qt 6

Basically a copy with modifications of port qwt-qt5.
