octave 9.3.0_0 build fails because of unfixed build failure of qt5-qttools 5.15.15 dependency (#70682)

Description
For three months there has remained unfixed the problem described in ticket #70682, the inability to build qt5-qttools on Mac OS 10.13.6 and macports 2.10.5.
Since qt5-qttools has octave as a dependent, the upgrade of octave 9.2.0_1 to octave 9.3.0_0 now also fails on the same machine.
The relevant files are the logs attached with the posts to ticket #70682.

The underlying problem already has a ticket, and it is not practical to have a separate ticket for each of the dependents that are blocked by it (there are over 450 in this case).
