hello ,

on installing "mas" for mojave 10.14 getting this error 

Error: mas @1.8.7 requires Xcode 11.4 or later but you have Xcode 11.3.1.

Error: Failed to fetch mas: incompatible Xcode version

Error: Processing of port mas

getting frequently error loggin into appstore since have multiple OS on APFS disk maybe te cause; also using 2 apple-id causes frequent problem with updated.

There's nothing for us to do here. The port requires Xcode 11.4 and has clearly explained that in the error message. The solution is to upgrade to Xcode 11.4. If you cannot access the Mac App Store or the Apple developer download site to get a newer Xcode, those are issues you'd have to report to Apple.
