Run sudo port clean boost176 and then try again.

I'm running into the same problem. I went so far as to use sudo port clean --all boost176 and had no luck. As mentioned in the error log, "The non-matching file appears to be HTML." I checked the file, and it is, indeed, html. The error is the same, whether I'm behind a proxy, or not.
