postgis: remove port

Description
The postgis port is the port for the 1.x version of PostGIS. The last version is 1.5.8, which was released in 2012. It support only PostgreSQL <=9.2, which is since long deprecated. It potentially build with PROJ version up to 7 (proj7), which is also no longer maintained (upstream).
I propose to remove the postgis port.
