This diff is unusable. Just look at the header line. The diff appears to represent the changes necessary to transform r29811 of the portfile back into r22211, while perhaps doing additional changes along the way. The ticket is for updating the port to 1.3.1, but the port has already been updated to 1.3.1 via #12654 which predates this ticket by six weeks.
In short, this ticket and this patch are bogus. Please file a new ticket if you have other changes you want made to postgis, and don't forget to Cc the port's maintainer so that he sees the ticket.

Sorry about that. I forgot to delete the header line. I'll submit a new enhancement for just the changes that are valid.
