Update py-pyrex to 0.9.6.3 and add new py25-pyrex

Description

Pyrex-0.9.5.1a is out of date and the source is no longer provided by the author. Also it would be nice to have support for pyrex with python2.5.

I have Portfiles for py-pyrex and py25-pyrex, plus a patch which fixes bugs in the installer.

Bumped to version 0.9.6.4, which fixes the setup.py problem, and committed in r34537 and r34540.
