I looked at the websites it was accessing, and it looks like apr-1.3.0 does not exist anymore. A new version, apr-1.3.2 does appear to be there.

Assigning to maintainer. You can still get 1.3.0 from http://distfiles.macports.org/apr/ or http://archive.apache.org/dist/apr/.
