cyrus-sasl2: ineffectual reinplace of -L/usr/lib in post-configure

I think the post-configure phase of cyrus-sasl2 can be removed, because I don't think it does anything anymore. Using the patch from #15514 I see:

I get the same output on Mac OS X 10.3.9 PowerPC with Xcode 1.5 and Mac OS X 10.4.11 Intel with Xcode 2.5. MacPorts trunk is running on both.
