Add Delay Pools to squid

Description

As an avid user of squid I thought it would be nice to add a variant to allow easy installation of squid with delay pools, I'd like to suggest to the maintainer to perhaps look at all the configure options squid has and make other variants available too.

Added in r43791. I figured there's no real drawback to always enabling delay pools. If you know differently, let me know.
