lp_solve - 5.5.0.13 - Variant added that installs the headers

Description

The development headers are needed for many programs that depend on lp_solve. I've added a +dev variant that installs them into:

/opt/local/include/lpsolve

Added in r45286; I didn't use a variant since it doesn't bring in any new dependencies or install massive amount of stuff.
