texlive_base: parallel build does not work

Description
It seems texlive_base doesn't like building in parallel. It fails with the error
ucnv_bld.d:1: *** missing separator. Stop.
To indicate that this has been tested and found not to be working, the line "use_parallel_build no" should be added to the portfile; this was suggested in #18166. The upstream developers should also be informed of the problem so that they can fix it -- unless it's already been fixed for version 2008
