libtheora not installable on Tiger: must not require Xcode 2.5 or later on Mac OS X 10.4

Description

On Mac OS X 10.4.11, I get the following error: 

Error: On Mac OS X 10.4, libtheora 1.0 requires Xcode 2.5 or later but you have Xcode 2.4.1.

However on Tiger, 2.4.1 is the latest Xcode version.

Xcode 2.5 is available for both 10.4 and 10.5 (3.0+ is 10.5-only); log onto ​http://connect.apple.com/ , select Developer Tools on the right under Downloads and search for xcode 2.5.
