mlt 0.4.0 update to new upstream version, change maintainer

In addition to a version update, I am taking over maintenance in agreement with current maintainer as I am the upstream maintainer, use OS X with MacPorts, and have contributed to the originally accepted Portfile.

According to how I read the docs, when changing version from a dated string to a proper version, the epoch should be the dated string, but I could have misunderstood. Please confirm.

Ultimately it is simply a counter that must be incremented with each update from now on. Starting with 1 makes the most sense to me.

Note that epoch doesn't need to update except for when the new version may be seen as not newer than the old; or in other words, only when version doesn't increase in a normal manner.
