docs variant for libspectre

In order to use libspectre for okular (a part of kdegraphics4) I'd like to add a "docs" variants so that doxygen (and primarily it's unnecessary X11 deps) doesn't get pulled in to a KDE build by default, since it's aqua only.

I can add and commit but wanted the maintainer's (or anyone's really) blessing first.

BTW I've had this port in my personal repo for months and totally forgot about it. Only noticed after remembered after seeing this on svn up

Fine with me. I understand that you want to disable docs by default and add a variant to re-enable. So go ahead.

I've had this port idling for a while too, waiting for ghostscript to provide libgs which just happened enabling the port.

So the credit goes to takanori for making libgs available.
