Why is the icu port not building universal variant?

Description

In the icu Portfile, there is an explicit "universal_variant no". However, removing this line and building universal seem to work fine. So what's the point? (Furthermore, a universal icu is required to build boost +icu +universal).

You're right, but it I read this ticket correctly, it was fixed, no? So shouldn't universal builds be enabled again?
