py26-pyqt4 does not build universal binaries

Description

The py26-pyqt4 port has no provisions for universal build, thereby subsequent ports based on pyqt4 cannot be built universal either. The following patch fixes this lack and allows universal builds.

py26-pyqt4 committed in r59285. py25-pyqt4 committed in r59286. Note that I have not tested them because I don't have any of my ports built universal.
