libsigcx22 no longer compiles static library

Description
This just recently changed when macports upgraded to recent versions of libsigcx22, likely around r56263.
My guess is that upstream they changed --static to be off by default, but it would be great to have macports provide the static library as it does so for all the other gnome libraries that I use from macports as part of the cairo/cairomm group.
Patch to re-enable the static library attached.
