Portfile updated to install arb 5.1.

New file arb_macsetup is a script that helps users set environment variables needed to run ARB.

Portfile updated to install arb 5.1.

The upstream developer recently updated ARB from 5.0 to 5.1. The updated portfile installs the new version of ARB. Without the portfile update MacPorts installs ARB 5.0, which is now out of date.

Committed revision r59128. I had to add an "epoch" line because the old version was higher (5.19 vs. 5.1) according to macports. Thanks!
