ZendFramework missing rails-style code generation toolset

Description
Zend Framework installer does not install the bin directory from the original distribution, which means the Code Generators and the Tooling framework cannot be used.
Since version 1.8.x there is a rails style code generation toolset in ZF which is activated via the scripts

I'm unable to locate this rails-style code generation toolset in ZendFramework 1.10.0. Is it still there? If so, please point out exactly which directories or files you're talking about.
After the changes I propose in #23454, the ZendFramework port should be installing every file included with the distribution (if it doesn't already). So if the files are there, they should be installed, although perhaps not in the most logical place (if that's the case, let us know what the more logical place would be).

Tim, ZendFramework has been updated and Ryan's changes are applied. Do the files you're after show up now?

I will check it out, I have to build a new dev environment for another mac in the next few days.
