Bumps the version to 4.0.0. netcdf4 compatibility is still broken (#20238) so I disabled that variant.

Thank you for your reminder. I subscribe nco-announce and I am aware of the new version but I had to wait until I found time to work on the update. I committed r62485 before I noticed your message. I had no build problem with +netcdf4 for netcdf and nco so I would like to leave it as a variant. . As far as I understand netcdf4 features are experimental; it breaks old packages. BTW send diff -u rather than the whole Portfile.

I am trying to get nco +netcdf4 built after hdf5-18 and netcdf4 +dap +netcdf4 build OK. The port info says the variant is availabel [mac27:/Public/gcompo/IDL_Test_netcdf4] bmcinnes% port info nco nco @4.0.0 (science) Variants: mpich2, netcdf4, openmpi, udunits2, universal
so I am not sure where this stands ? I have attached the debug file of the build attempt, thanks
