bzr-fastimport emits multiple authors running fast-export --plain

Description

The "bzr fast-export --plain" command emits multiple authors, which causes git-bzr (see ticket #24763) to fail when it attempts to import commits.

Two potential fixes are available on: ​https://bugs.launchpad.net/bzr-fastimport/+bug/496677

Should be fixed as of r83534 with an update to 0.11.0.
