atlas @3.8.3 fails to install

I believe this is related to past issues encountered with the PPC's. Ticket #22378 seems the most relevant. I chose not to reopen that ticket because it had been resolved for PPC, and my issue has the patch incorporated into the atlas 3.8.3 port. Please merge them if I was incorrect in opening a new ticket.

The error encountered is quite similar:

I have checked, and my architecture is being correctly identified by xprobe_arch as 13 during configuration (seemingly a problem with PPC in #22378).

I have successfully updated and installed atlas. There does not seem to be a problem in 3.9.33.
