nss doesn't support build_arch

Description

See subject. This, combined with the universal_variant not working (#23424), means no dependents of nss can be installed at all on Snow Leopard on 64-bit-capable machines. See ​the mailing list.

It might not respect build_arch, but it builds 64bit by default on 64bit machines: 

$ /usr/bin/file 3.12.8_0/opt/local/lib/nss/libnss3.dylib 
3.12.8_0/opt/local/lib/nss/libnss3.dylib: Mach-O 64-bit dynamically linked shared library x86_64

This isn't a duplicate of #23424. #23424 requests nss add a universal variant. This ticket requests nss support changing the build_arch.
