EMBOSS: update to 6.3.1

Description

The source tarball for EMBOSS version 6.2.0 doesn't exist on the servers. Furthermore the 6.3.0 is released and available. I attach a simple patch that will handle to the new version.

The current version will not build since the source cannot be downloaded so I mark this as a defect.

jmr fixed this in r74660.

I fixed the livecheck in r79313.
