freeciv 2.3.2 not compiling with global variants set to -x11 +no_x11

freeciv 2.3.2 does not compile if global variants contains -x11 +no_x11.

It fails with the following error:

CCLD   freeciv-sdl

libtool: link: cannot find the library `/opt/local/lib/libXrandr.la' or unhandled argument `/opt/local/lib/libXrandr.la'

Installing xrandr then installing freeciv again makes freeciv compiles well.

I guess freeciv misses a dependency to xrandr (however I wonder why there are dependencies to X as freeciv is executing through SDL?).
