xml2: update to 0.5 and fix livecheck

Description
xml2 should be updated from 0.4 to 0.5. With this version, xml2 uses libxml2 instead of libxml.
The license should be indicated. It appears to be GPL-2+.
The livecheck should also be fixed; it still thinks the latest version is 0.2.
The master_sites could be changed to avoid redirects.
The attached patch makes these changes. It builds fine for me on Mountain Lion. If you have no objections, I can commit it.

Thanks for the patch! The old xml2 worked so well I never bothered to update. I can confirm the patch works fine and the new build does what it is supposed to.
Since there are no dependents, someone with commit rights should push 0.5 out.

Since there are no dependents,
Maybe not in trunk, but I have a portfile in my local portfile repo that depends on it. Not that you guys should worry about it, but I'll probably have to test it myself now to see if things still work the same way...
