I am getting a "Dependency 'gettext' not found" when trying to install rsync or gnutar on OS X Mavericks:

sudo port install rsync
--->  Computing dependencies for rsync
Error: Dependency 'gettext' not found.

Sounds like #40967. Make sure you've agreed to the Xcode license agreement, then run selfupdate again.

I've changed the compiler_blacklist_versions-1.0 portgroup in r112784 so that failure to agree to the Xcode license agreement will no longer cause ports to disappear from the portindex.
