Installation of "wine-devel" was unsuccessful

The file clearly exists on the cpan.org server. The problem must be in your network.

I have the same problem here, cpan.org seems down and the other mirrors have version 5.16.1 but not 5.16.3.

Does ​http://distfiles.macports.org contain any sources from after the server upgrades? Well, I see files from 16th March, but I fail to find any recently updated sources in a few quick searches.
