If you followed the instructions in the error message—"Download ncl_ncarg-6.2.1.tar.gz manually and place it in /Volumes/Cluster/opt/local/var/macports/distfiles/ncarg"—the problem should go away. Could you show us the output of this command: 

ls -l /Volumes/Cluster/opt/local/var/macports/distfiles/ncarg
