R-3.1.3 was released on 9-mar-15. A diff of the Portfile is attached.

The lastest version builds without incident on a G4-based PPC using gcc-mp-4.8 and an objective-C compiler than can correctly compile the one .m file needed to support the quartz graphics device 

   sudo port install R configure.compiler=macports-gcc-4.8
   configure.objc=/usr/bin/gcc-4.2

The attached R-Portfile.diff bumps the version to 3.1.3 and changes the default the BLAS and LAPACK to the reference implementation included in the R sources (this is the same used in the CRAN official R binary -- see R Admin Manual appendix for why). I also noticed that the R dylibs and shared objects (.so files) link to some libraries not in depends_lib so these were added too.
