libticables2 linking failure on arm64

Description

(Not surprising since this port was last updated in 2019 it appears.)

Macbook Pro M1; OS 13.1; Macports 2.8.1

Trying to install Tilp2.

Build fails. Log looks to me like it's a linking failure.

This problem affects all Apple Silicon systems.

It was ​fixed by the developers in 2021 but there appears to have been no new release since then.

I'll try adding it as a patch and see if that works.

I'll ask the developers to release a new version.
