Port request: docbook-dsssl

I'll attach the portfile I came up with, but I can't get ports to do anything with it (Error: /opt/local/bin/port: Port textproc/docbook-dsssl not found, even after adding it to PortIndex), and I can't find any docs on how to create a new port.
